- Hokkaido residents, natives or graduates of Hokkaido arts universities; groups based in Hokkaido
- Classical music concerts in Hokkaido that start between 1 April 2027 and 31 March 2028
- Not open to applicants selected in each of the previous five years
- One project per applicant, individual or group
