- Uruguayans, or foreigners with permanent legal residence, aged 18 or over
- One project per person, in one of six categories, music included
- Music maximums: UYU 250,000 for research and mediation, UYU 500,000 for realisation and circulation
- Each project has one holder, who answers for its execution
