- Artists rated 2 or 3; unsigned artists apply themselves, signed artists apply through their Canadian label
- The video is for an eligible Canadian sound recording
- FACTOR pays 50%, up to C$20,000 for an Artist 2 and C$30,000 for an Artist 3
- Envelope Funding recipients are not eligible
