- Adult Taiwanese nationals registered in Taipei, or groups registered in Taipei
- Others can apply for projects themed on or held in Taipei, and foreigners need permanent residency
- Music is one of the professional arts types, and traditional music has its own type
- Grants are up to 70% of the project budget as a rule
