- State and municipal culture institutions, municipalities, alcaldías and public state universities
- Nonprofit civil society groups that promote arts or festivals, set up at least two years before the call
- A festival programme in at least one discipline, music included, free and open to the public
- Six co-investment tiers: MXN 300,000, 500,000, 800,000, 1,000,000, 1,500,000 and 2,000,000
